Vyacheslav is Decentralisation Expert for the Swiss-Ukrainian Decentralisation Support Project in Ukraine (DESPRO).The aim of DESPRO is to ensure the provision of effective and affordable services in the areas of water supply and in social services in the frame of decentralised structures. The aim of the first phase of the project (2007-2009) is the introduction of a replicable model of decentralised communal services at the rayon, village and municipal levels that is accepted and approved at oblast and national levels.
He is Head of the Social Partnership Centre, a Chernivsti oblast public organisation. Vyacheslav was previously Regional Manager of the EC Project ‘Strengthening Civil Society’ in the Chernivsti region. The aim of the project was to raise the capabilities of NGOs that provide social services. At the time of the 2002 John Smith Fellowship Programme he worked in Department of Youth and Family Affairs, Kherson City Council.
