Ruslan is Deputy Minister for Rural Territory Development in Ulyanovsk - a city on the Volga River in Russia.
He has experience working in a variety of sectors including working for two years as a regional manager for the agricultural machinery supplier Kverneland Group, working for Ulyanovsk branch of "Alpha-bank", and as assistant to the chief of the department on strategic development for the government of the Ulyanovsk region.
Ruslan has been given the task of modernising the agricultural sector of his region. He reports to the Governor and wants to explore the current management and operation of large scale agriculture enterprises in the UK and the way in which central and local government communicates with and supports this sector. He is particularly interested in learning about the application of e-government techniques to the agricultural sector.
