Maxim works as a Legal Analyst at ‘Citizens’ Watch’, a Human Rights NGO based in St Petersburg. Citizens’ Watch was established in 1992 and aims to bring about parliamentary and civic control over law enforcement agencies to prevent violations of constitutional rights by the State. Their activities work towards a number of issues: transparency of the justice system, access to justice, modernisation of the police training system and the development of juvenile justice. In addition, Citizens’ Watch works to combat racism and related intolerance, protect the rights of victims of crime and promote citizens’ rights to information.

Maxim’s main responsibility is to provide legal expertise for a pilot project. The project aims to establish a regional probation service for young offenders, focusing on social rehabilitation. Another aspect of Maxim’s work involves protecting the constitutional rights of NGOs and providing legal aid for citizens in national courts or the European Court of Human Rights.

Maxim is an Associate Professor of Public Legal Disciplines at the St Petersburg branch of the Russian Law Academy. The Academy was established ten years ago and is a state educational institution overseen by the Ministry of Justice. Maxim lectures on Foreign Constitutional law, and has a special interest in International Humanitarian Law.

Maxim also runs (in cooperation with Arkady Gutnikov, a Director of Clinical Legal Education Center of the Institute of Law) the Law and Society Project. The Law & Society Project is aimed at the promotion of interdisciplinary discussions on the role of law and the legal profession in contemporary societies. The Law & Society Project includes the continuous seminar «Law & Society», the Students’ Moot Court Competition “Amicus Curiae” as well as discussions, round tables etc. with the participation of specially invited guests and experts.
