Liliya Shcheglova

Liliya is the Head of the Department for International Humanitarian Exchanges at the Federal Agency for CIS, Compatriots Living Abroad and International Humanitarian Cooperation (Rossotrudnichestvo) of the Ministry of Foreign Affairs of the Russian Federation. Her responsibilities include establishing and developing international programmes for foreign leaders involved in politics, media, business, the NGO sector and public activities in their countries. She manages the organisation of humanitarian exchanges at an intergovernmental level and is in charge of monitoring Russia’s obligations in this sphere.

After completing the 2006 John Smith Fellowship Programme Liliya used the knowledge, contacts, and expertise she gained as a John Smith Fellow to establish her own NGO - the ‘Foundation for Democratic Development.’ The FFDD is engaged in promoting international cooperation on a wide range of topics including political activities and third sector cooperation, science, technology, education, culture, information and communication, as well as youth participation. After the FFDD completed a number of successful international programmes for young political leaders, Liliya was invited to join the expert pool of the Russian government and she became a member of the Expert Board under the Chairman of the Council of Federation of the Federal Assembly of the Russian Federation.

She graduated from the Moscow State University of International Relations (MGIMO) in 2009. She holds a Master’s degree in EU politics. As a PhD student she continues her research work on cooperation between Russia and the European Union in the sphere of science and technology.

In November 2010, Liliya joined the John Smith Memorial Trust team as the JSMT Russia Coordinator.
