Vladislav Kulminski

Vladislav is a Senior Expert at the Foreign Policy Association of Moldova (A.P.E).

A.P.E. is a non-governmental, non-partisan think tank and serves as an important communication channel for the expert community and decision-makers. It is now one of the key national forums bringing together the expert community from Moldova and abroad contributing to policy formulation and decision making on Moldova and Transnistria.

Vlad delivers a speech at Bute House on behalf of the 2010 Fellowship group (June 2010)

Vladislav specializes in Moldova's foreign and domestic policy and the Transnistrian conflict. He is part of a team of Moldovan experts who provide policy advice and analysis to EU officials and the diplomatic community on developments in Moldova and Transnistria. Vladislav assists EU and Moldovan actors and institutions in establishing links with different levels of Transnistria’s society, including grassroots actors, political parties, NGOs and decision makers. His aim is to strengthen the links between actors from both sides and prompt the Moldovan government to move from a piecemeal approach to a bi-partisan conflict resolution agenda.

Vladislav also designs, plans and coordinates projects as part of an EU/UNDP confidence-building program for Moldova and Transnistria and previously worked as a Consultant with DFID, managing a project to strengthen the government's capacity to promote a sustainable resolution of the conflict. Prior to that, Vladislav was a Political Specialist with the US Embassy to Moldova.
