Dinu Toderaşcu

Dinu is Program Officer at the The Black Sea Trust for Regional Cooperation (BST), a project of the German Marshall Fund of the United States.
In his capacity as a Program Officer, Dinu is responsible for BST’s programming activities in Moldova, Ukraine and Southern Russia. The BST is a public-private partnership aiming to promote regional cooperation and good governance in the wider Black Sea region by providing grants to local and national NGOs, governmental entities, and policy institutes, to implement projects in the three programmatic areas: civic participation, cross-border initiatives and Eastern Links.
Dinu’s main duties include monitoring the social, political, and economical situation in Moldova, Ukraine and Russia, and updating BST staff and the Advisory Board on the current developments in those countries. He is responsible for drafting project proposals and presenting them to the Grant Review Committee. He is responsible for all external communication with the BST applicants from these three countries. He travels on a regular basis to Moldova, Ukraine and Russia in order to ensure a broad distribution of calls/announcements for proposals, to identify valuable project ideas, and to monitor the implementation of BST projects.

Dinu holds an MA in European Public Affairs from the University of Maastricht where he studied during 2009-10.
At the time of the 2007 Fellowship Programme, Dinu worked for the National Democratic Institute (NDI) as Programme Officer where he assisted the Moldova Country Director with the design and implementation of all of NDI’s programmes.
