Cristina Malai (Turturica)
2008 Fellow, Moldova
Cristina works for the Moldova Governance Threshold Country Programme (MGTCP), a two year, $24.5m initiative funded by the US Millennium Challenge Corporation and managed by USAID. The Programme works to assist the Moldovan Government in implementing reforms which promote good governance and reduce corruption in the judicial, tax and health sectors. If the Programme is successful, Moldova will qualify for greater funding from the Millennium Challenge Corporation, to fund specific activities targeted at reducing poverty and stimulating economic growth.
Cristina works for the Judicial component of the Programme as their ‘Senior Legal Advisor- Judicial Team Leader’ and her work aims to develop and enforce a bench-book and new Code of Ethics for judges overseeing criminal cases, improve court management and administration by using four pilot courts, and to design a more efficient mechanism for the enforcement of civil judgements by amending the legislative framework and training bailiffs.
Cristina is also responsible for coordinating training for judges and other court personnel on ethics, customer service and case management. As a member of several governmental working groups, Cristina also participates in drafting good governance legislation. Most recently she has worked on the Code of Judicial Ethics, the Rules on Judicial Inspection and the Guide on Conflict of Interests for judges and court staff.
