Uluk is CEO of the Bishkek Business Club and CEO of the Chamber of Tax Consultants.

The Bishkek Business Club unites local business leaders who seek to contribute to the economic development of the Kyrgyz Republic. The Chamber of Tax Consultants is an association of tax experts united to promote tax legislation literacy among entrepreneurs. As CEO of these two organizations, Uluk has managed a number of national legislative initiatives aimed at improving the business environment of the Kyrgyz Republic including Tax Code Reform.

Uluk has successfully united 36 business associations via the creation of the National Alliance of Business Associations – the largest umbrella business organization in Kyrgyzstan representing more than 2,000 companies and 20,000 entrepreneurs.

Uluk was previously Co-Chair of the Consultative Council under the State Customs Service and in 2008/9 was a member of the Investment Council under the President of the Kyrgyz Republic. He is a Supervisory Board Member of the Energy Transparency Initiative under the Ministry of Energy, the State Tax Service, and the Ministry of Economic Development.

Based on UK models and experience, Uluk hopes to establish sustainable communication channels between the business community and the Kyrgyz government. He will involve representatives from the private and public sectors in this process and hopes that future economic policy will be conducted and formulated in cooperation with the business community.
