Kylych Kubatbekov

Kylych currently studies Comparative Public Policy (MSc) at the University of Edinburgh. He is now looking at recent studies of recidivism (measured by reconviction rates) in the UK and New Zealand in order to develop a framework which could be replicated in Kyrgyzstan. The product of this comparative project aims to find a real practical application alongside its contribution to academic debates on the epistemological and ontological as well as methodological issues of studying recidivism.

At the time of the 2008 Fellowship Programme, Kylych worked for the Organisation for Security and Cooperation in Europe (OSCE). The OSCE works to maintain stability in the region by encouraging close cooperation between the state, civil society, and the business sector. The OSCE has three main dimensions: politico-military, human, and economic and environmental. There is an additional department in Kyrgyzstan working with the Ministry of Internal Affairs on reforming the police service. The Organisation takes a unique approach to security and stability by working across four key areas: early warning, conflict prevention, conflict management and post-conflict rehabilitation.

Kylych’s position as Local Programme Coordinator was established in early 2005 in response to the OSCE’s decision to expand its presence in Kyrgyzstan. Kylych was actively involved in the work of all four dimensions by coordinating with all staff in these departments and providing programme support to project activities of the OSCE Centre in Bishkek. Kylych also used to provide monitoring of the local political, social and economic situation in Jalal-Abad Province. The nature of his role required regular contact with local authorities and high-ranking officials as well as civil society sector organisations. There were from 8 to 10 organisations under Kylych’s supervision and coordination, implementing projects as diverse as inter-religious tolerance, cross-border issues, promotion of human rights in penal and detention facilities, natural disaster preparation, tourism development and capacity building for law enforcement agencies.
