Irakli is Director of the Public Service Bureau also known as the Civil Service Bureau. The Bureau was established in 2004 and went under major reform in 2009 when it merged with the Asset Declaration Bureau (formerly under the Ministry of Justice). It is an advisory body to the President of Georgia and is responsible for:

- monitoring and reform of the civil service system in Georgia
- drafting state policy in the sphere of public service
- conducting an annual assessment of the civil service system in Georgia
- ensuring transparency of the annual asset declarations of high ranking public officials
- recruitment for state institutions, including the courts
- ensuring that recruitment procedures are conducted fairly

It is currently introducing the new Code of Public Service to the Georgian Parliament.

On 1st February 2010, as part of the government’s E-Governance and Anticorruption project, the Bureau launched the website (http://www.declaration.ge) enabling public officials to conduct their asset declarations online.

As Director, Irakli is responsible for the management of all the Bureau’s activities.
