Rafig Gurban-zadeh

Rafig is Chief Officer in the Department of International Relations for the Ministry of Emergency Situations. The Ministry was established in December 2005 in order to develop and implement state policy in the field of emergency prevention/management. Among many other related responsibilities, the Ministry has responsibility for the control and management of natural and man-made emergency prevention and elimination, fire fighting, civil protection, construction safety, and ensuring the safe functioning of critical infrastructures.

As Chief Officer, Rafig is responsible for the coordination of disaster management and prevention with international organizations. Rafig also conducts the international relations of the Ministry and hopes to cooperate with UK government bodies in this area. Rafig won national and international recognition for his work at the Baku Resource Centre for Conflict Transformation and Peace-building, and was consequently invited by the Ministry of Emergency Situations to launch projects on international emergency management.
At the same time, he pursues a post-graduate programme at the Academy of Public Administration under the President of Azerbaijan Republic. He is a third year postgraduate student at the Department of Political Science and Political Administration. He expects to obtain a Ph.D degree in political science by 2010.
