Artyom Geghamyan

Artyom is Head of the Department for Relations with the European Court of Human Rights at the Ministry of Justice of the Republic of Armenia. The Department is responsible for developing the Government’s official position and assisting the Government Agent in representing Armenia before the European Court. It also supervises the implementation by domestic authorities of the Court’s judgments and provides recommendations to public authorities on improving administrative and law-enforcement practices. The Department deals with a wide range of human rights issues, particularly handling applications and claims concerning human rights violations.

Artyom’s responsibilities include supervision and coordination of the Department’s activities, formulating opinion for the Minister of Justice and the Deputy Minster on various issues, conducting meetings and discussions involving governmental agencies and state authorities, maintaining official relations between the Ministry of Justice and the Council of Europe, monitoring the implementation and/or enforcement of the Court’s judgments and providing recommendations on the undertakings of Armenia under the Court’s judgments.

Artyom holds PhD in EU Law and delivers lectures on EU Law and ECHR in Yerevan State University School of Law. He is a co-founder of the Armenian Center for Strategic and International-Legal Studies.
