Dmitry works for the Mental Disability Advocacy Centre (MDAC) - an international NGO based in Budapest, Hungary. MDAC advances the human rights of people in Central and Eastern Europe with mental health or learning disabilities through governmental advocacy, legal and policy research and strategic litigation.
Dmitry works for the NGO as Senior Legal Monitor for Russia based in St. Petersburg. He is responsible for supervising the organisation’s mental health and human rights advocacy program in Russia, monitoring law reform, providing legal advice to individuals and other NGOs in the region, conducting research projects on human rights policies and laws and providing legal support for organisational development. He has also undertaken strategic litigation aimed at identifying and raising awareness of some systemic deficiencies in the Russia’s mental health system.
Dmitry is an Adjunct Professor of Law at the St Petersburg State University.
